For the very good cook, the tray is in the way of the food, making it difficult to get the food into the bowl without spilling some of it. For the bad cook, the food falls out of the bowl, making it impossible to eat the salad.
The good cook makes sure that the bowl, the tray, the food, and the knife are all placed in the right order. The bad cook takes the tray out of the way, then puts the food on the tray, then takes the knife with him, forgetting to put the tray back in the right order.
